I feel this was quite a one sided debate and strangely as I read through the arguments it didn’t feel like it was one sided until it sort of died off at the end. Throughout the prop case we had strong engagement and discussion of the issues. Prop laid out 4 cases based around stability, protection, equality and economic benefits. These were strong arguments but at times made from a utopian approach which should have been better explained and proven in real world examples. They quickly mentioned the examples of Ireland and Sweden to back up their argument but I feel had they spent more time outlining what happens in these countries it could have strengthened their argument and provided a model that their case really needed. This utopian aspect was highlighted by the opp but at the same time I felt much of the opp rebuttal was rooted in a worst case scenario. Therefore the first half of the debate was interesting with scope for more development when the opp started their case.

The problem was we didn’t get any real development. The arguments from the opp were, to use one of their words, “flimsy”. We got two points about suffrage and immigration which were really full of assertions and what I can best describe as scare tactics (“amnesty for criminals”). The debate just petered out at this stage. They had engaged in extensive rebuttal of what the prop were proposing and perhaps they felt they had made their case. To convince us they really needed to present a case for what they were defending (i.e. no voting rights) rather than just reacting to what the prop presented even if some of it was just a reiteration, clarification and strengthening of the points made in rebuttal. However all we got were a few weak points that if anything undermined the opp side as they were just not convincing and at the end of the day debating should be about who convinces you best.

Therefore for me Prop (Canada) win.

Both sides in this debate showed a high level of engagement with each other’s arguments; an interaction that focused on the strong points of the opponents side and asked many pointed questions that weakened the opponents. Both sides suffered slightly in developing their own points, however. Not so much in making the basic argument: the arguments in themselves were often good, and a lot of good examples were given. Sometimes, though, the arguments needed a bit more explanation, for example linking the ending of foreign workers’ abuse more directly to granting them the right to vote or how citizenship would be ridiculed by granting local citizenship. Overall, the proposition developed those arguments more strongly and also provided more well-developed reasons to grant such local voting rights. Canada, therefore, wins this debate.

The benefits of the proposal were set out well by the proposition: it was clear there were several benefits that were linked, and how they would work. They needed to prove slightly more clearly how voting rights would be linked to those improvements. This could be done through a more step-by-step analysis of the process of political participation (parties identifying their target groups and their needs, canvassing, the actual voting, the need (often felt by voters) to have at least a modicum of a reason for voting a certain way, and thus increased interest in local issues), which could then be linked to each of these benefits. There was also a strong focus on illegal immigrants in the first argument, which could lead one to think that they were to be granted voting rights. In addition, the arguments would have been stronger if comparisons with the current situation would have been made more systematically, instead of just throwing in examples without giving a detailed analysis of how they differed. Overall, however, a lot of interesting examples, and developed moral and practical argumentation was present to support the case. When attacked by opposition, they could, for the most part fend off criticisms effectively by pointing out irrelevance, or further developing their own argumentation.

The opposition had fewer arguments of their own that were strongly developed. I have failed to understand from their argumentation what the value of citizenship is and how it will be diminished by voting rights in local elections. In the case of that argument, as well as the one about immigration, the opposition probably needed a similar step-by-step analysis of the value of voting to citizenship and of how immigrants with voting rights (whom they had previously argued were a small group that would not have much impact) would increase illegal immigration when the proposition had pointed out such rights would be granted to legal migrants. Even the strongest argument on the opposition side, the fear for reprisals from citizens, probably needed slightly more development on how, even if they would not take jobs from nationals, they would still be met with more xenophobia. More problematically, however, was the fact that in some cases, the opposition’s counter-argumentation seemed to be attacking straw men, as was the case when the opposition refused to accept that legal migrant workers take jobs no one else wants or can fulfil, which is a standard accepted premise in the West and sometimes ridiculed the argumentation of the proposition on protection of migrant workers instead of actively engaging with it. It would have been stronger if the opposition had refuted the argument as if the world the proposition lived in were true, just to show that even then, the proposition is wrong. That way, you are always certain that you win the argument, even if you may make a mistake of judgment in what the true situation is (or the one the judges expect to be true). Overall, the opposition pointed correctly at the weaknesses of the proposition, but was unable to set up their own case sufficiently strongly to beat the proposition.
