Motion : THE CANDIDATE COUNTRIES SHOULD BE FAST-TRACKED TO EU MEMBERSHIP IN 2012

Defending: Macedonia, Opposing: Greece

There is nothing better than a debate between local rivals & well done to the organising team for the motion. This was a tricky debate to judge but given that it was a closed motion (ie it was perfectly clear what had to be argued) then the definitional questions thrown by the opposition largely fell on deaf ears. Burden of proof issues are slightly different but its all very well for Opp. to say you have to prove 4 things and if you dont you lose but, for example, if one reason for not killing yourself is that "you will die" and another is "it might spoil your appearance" I think as long as you carry the more important argument then you win. The more important argument here surrounds economic and political benefits, not the size of turkish tomatoes. The troubling thing is, that though Macedonia set out their substantive ground clearly I think they accorded the priority of benefits to EU accession wrongly and their use of evidence and examples was patchy (Belgium was never going to split and if it did so in a sensible fashion what's the issue? ). Greece had the edge on evidence, but only slightly. Macedonia were also, perhaps deliberately, a little weak on the date issue, but Greece did not have the conviction to argue that EU membership was wrong for the candidate countries, nor did they choose to put forward a counter case actively arguing for a later membership, or indeed continued exclusion for their own benefit (an argument which would win the day in Norway and Switzerland). The main Greek argument appeared to be that there was internal strife in some, but not all, of the candidates and that net EU immigration was a bad thing - Bulgaria & Romania we also cited as countries who had joined the EU too soon. The prop have already established that economic benefits would flow from membership - that was never effectively countered - and were able to show that recent EU accession countries have benefitted in a number of ways. Also despite Opp's claim of over regulation being a potential threat that Prop could show that no country who has joined the EU has found this to be the case. An area which I think was fought to a draw was the progression made by candidates toward EU demands of membership. Macedonia were able to show progress, Greece were pretty good at convincing that progress and completion are two different things. Looking at the main points though, Macedonia won the argument on candidate economic benefit, mutual economic benefit and were able to rebuff claims, through evidence and argument, on matters regarding entry requirements and assimilation. That said the whole stability point that they majored on was facile and pretty much destroyed by Greece. So it's a tight one. To give both sides a little advice, appreciate the detail but concentrate on the big picture a bit more. Macedonia, though flawed, had the better case. Tighten your definitions, think a bit more about priority of arguments and you have the potential to do well. Greece, I think you had a tough job and did well but sometimes you have to come argue thematic rather than tactical arguments and you failed to do that. Macedonia wins"

I award the debate to the Opposition, Greece for the following reasons:

1. What is "Fast-Tracking" in this debate?

On the issue of defining the key term "Fast-Track", I agree with the Opposition that the burden of proof of the Proposition is to show

a) a clear temporal urgency, b) a clear pressing need for the 4 Candidate Countries to be given membership in 2012 ; c) as well demonstrate a win-win situation for both the EU and the Candidate Countries for their early acceptance.

The Proposition did not make it clear what exactly they were trying to prove in the beginning. When pushed to take a firm stand, the Proposition's constant reiterations that they only had to prove there were mutual benefits for the EU and the Candidate Countries did not address, beyond the short term economic benefits for both parties, the other thorny, seemingly intractable political, social and structural economic problems raised by the Opposition.

2. What necessitates EU to fast-track the 4 Candidate Countries?

a) Economic Benefits

While the Proposition did substantiate the increasing economic importance of the 4 Candidate Countries for EU, the Opposition had effectively rebutted that these benefits were existential without EU ascension and questioned if they would increase manifold after entry into the common market. The Opposition also pointed out that Turkey and Iceland carried economic baggages which could ruin the EU with their unduly quick entrance.

b) Were there long-standing political, social and economic issues which would disappear with the fast-tracked ascension of the 4 Candidate Countries?

The Proposition, from the start, asserted, without much evidence, that great progress was made by Turkey, Macedonia, Croatia and Iceland. But the Proposition could not defend the attacks from the Opposition on Turkey's refusal to recognise Cryprus, Iceland's reneging on its loan repayment promise to UK and the Netherlands, Croatia's 17-year fishery dispute with Slovenia and Macedonia's insistence on using "Macedonia" as its "national name". The only response from the Proposition was that these were bilateral issues which the individual states could resolve after ascension or that UN could step in to resolve them.

On the other hand, the Opposition had shown me that these meta-economic issues would cause substantial tensions within the EU and affect its cohesion if not resolved before the entry of the 4 Candidate Countries.

c) What social and political impact could be foreseen by the fast-tracking of the 4 Candidate Countries?

The Proposition had demonstrated that there would be economic benefits from Turkey's ascension because of its vast and cheap labour force, among other things and had shown that the problem of illegal immigration from Asia could be better resolved with Turkey's inclusion into the EU. But the Opposition had countered effectively that when countries which were not ready or which had not attained the requisite economic, political, social and institutional standards set by EU were admitted, vis-a-vis the precedents of Bulgaria and Romania, things could go badly for these incipient countries, financially, as well as politically. The issue of a "two-tiered", segregated EU raised by the Opposition did not received a response from the Proposition.

The Opposition had illustrated to me that time was needed to allow these aspirant EU Candidate Countries to become ready before their entry so that they would be an asset to the political and economic solidarity of the EU, rather than be a liabiity like Greece, and other EU member-countries which were in economic dire straits due to their inability to adhere to the tight super-national EU regulations and rules.

The Opposition had therefore shown me that there would clear harms to EU and the 4 Candidate Countries if both parties rush into ascension for the latter.

To sum up, the Opposition had proven to me that there was no pressing need for fast-tracking the 4 Candidate Countries, while showing me that there will be substantial harms to EU and the 4 aspirants countries if the crucial issues were not resolved before their ascension.
