This was a very close debate. Both sides accepted reasonable and well founded burdens, and argued for them with good evidence. Sorry about the delay in the decision, but I was sifting through the very interesting articles presented by each side.

Part of the issue at stake here is that many of the articles are "poltiical" in the senses used by both sides in this debate. It's hard to discern from UN official statements whether or not the UN is being accurately represented in its work.

That being said, the debate comes down to these major issues:

1. Is the UN HRC fatally flawed? Government makes a compelling argument that bloc voting keeps particular interests suppressed. But Opposition seems to respond to this argument well with the idea of rotation. It seems to me to be something that keeps some issues suppressed, and others are addressed, until the terms are up and then other countries will take over. Government did not push this issue far enough, I feel, to make it a reason to reject the committee as a whole, but perhaps, as Opposition suggests, a reason to reform it.

2. Does the UN HRC actually do anything? This was a well debated point on both sides, but what would have helped my decision would be more argumentation about the relationship between this council and the security council. But without that analysis, we still have two compelling ideas here: Government suggests that the council is either counterproductive or ignorant, wasting a ton of time on Israel and not doing much. Opposition suggests that things would be worse without their "fact finding" missions or other activities. I think Opposition does a better job here proving that without the HRC things might be worse. Government doesn't really prove a counterproductivity argument here, only another reason the UN HRC might need to be reformed.

3. What would replace the UN HRC? Even if I give the full argument to the Government, I am hard pressed to imagine what, if anything, would replace the UN HRC. I am persuaded by Opposition's arguments that voting politics and other sorts of systemic flaws are present in the whole system. So I wonder if the abolition of the council would solve anything. I think it would remove what little good the HRC is doing, even though I do believe it could be better.

In the end, Government does a good job of pointing out the UN HRC's limits, but it's not enough to either prove a burden of a better world without it, or that a better HRC would rise from the ashes. Opposition proves that although it's tough to give the HRC much credit, it does do some good action, even if it is subjected to voting blocs and other political machinations.

Opposition wins this debate on the issue of reform does not mean abolish.
