Motion : NATIONS SHOULD GUARANTEE REFUGEE STATUS TO ALL NORTH KOREAN DEFECTORS

Decision by Adjudicator: jmartin

This was a fairly poor debate with little clash from both sides. There was much more room for engagement by the Opposition side on the moral imperative set forth by the Government team, and similarly, the Government team did not do much to clash with the specific impacts on national economies, or host / migrant populations offered up by the Opposition side.

That being said, I believe that the Opposition side does win this debate.

The arguments that they provided in terms of economic impacts on the receiving country were fairly well laid out and detailed. They were broken down both in terms of overall economic damage to economies as a whole, and also in terms of the effects on domestic workers post influx. Building from this the Opposition side linked that to the refugees themselves and how this would not work to make their situation measurably better in many cases.

From the Government team we received the responses that the refugees would take all the jobs that the population of the receiving country didn't want, and that they would pay loads of taxes. I don't think that either of these responses are a realistic portrayal of the situation, and I don't think that the Government spent the time to detail those responses to show me that they might be.

At the end of the debate, the Government side did have a drive to their case in terms of a moral and humanitarian imperative, however I didn't feel this was enough to overcome their weaknesses. Firstly, in order to construct this imperative they relied too heavily on citing various international declarations instead of producing actual argumentation as to its importance themselves. Secondly, I begrudgingly accept that as the Opposition side proves that the situation for refugees might not be significantly better in a different country, they are also undermining the moral claim that the refugees deserve this better life.

양 팀 모두 별다른 쟁점을 형성하지 못하고 이번 토론을 꽤나 못했다. 찬성 팀이 도덕적 필요를 전면에 내세운데 대해 반대 팀이 여러 모로 대응이 가능했지만 그러지 못했던 부분들이 많고, 그리고 비슷하게, 찬성 팀은 국가 경제에 미치는 구체적인 영향력 또는 반대 측이 제시한 원주민 / 이민자 인구들에 관련해 반대 측이 제시한 것에 대한 제대로 된 쟁점을 형성하지 못했다.

어찌되었든, 이번 토론의 승자는 반대 팀이다.

탈북자들을 받아들이는 국가들이 받을 경제적 영향에 관련된 주장이 세부적인 측면까지 꽤 잘 정리되어 제시되었다. 해당 국가들은 국가 경제 자체에 전반적으로 입을 손해와, 그리고 또한 탈북자들의 유입 이후 자국 내 노동자들이게 끼칠 영향 등을 고려해 볼 때 망가질 것이다. 여기서부터 구축된 반대 팀 측 입장은 탈북자들 자신과 탈북자들을 난민으로 인정하는 것이 많은 경우 그들의 삶을 의미 있는 수준으로 더 낫게 만들어 줄 수 없는지와 연결되었다.

우리가 접한 찬성 팀의 대응이란 난민 지위를 부여받은 탈북자들이 탈북자들을 받아준 나라의 국민들이 원하지 않는 직종의 일자리들을 싹쓸이할 것이고, 그리고 그들은 상당한 금액의 납세를 할 것이라는 얘기였다. 이들 답변 들이 현실을 잘 묘사했다는 생각도 들지 않고, 찬성 팀이 그들의 대응이 정당하다는 것을 보여주기 위해 보다 세부적으로 설명하려는 노력을 기울였다고 보지도 않는다.

토론 마지막에 와서, 찬성 팀이 도덕적이고 인간적인 필요에 관련된 얘기로 그들의 주장에 추동력을 더하긴 했지만, 그러나 이러한 시도가 그들의 약점을 뛰어넘기에는 불충분했다. 우선, 찬성 팀이 이런 필요성을 구축하기 위해서 실질적으로 중요한 주장들을 제시하는 대신에, 그들은 다양한 국제적 선언들을 인용하는 데에만 너무 많이 의존했다. 두 번째로, 반대 팀이 타국에서의 난민 지위란 것이 상황을 뚜렷하게 개선하지 않는다는 점과, 그리고 난민들이 찬성 팀이 얘기한 것처럼 보다 나은 삶을 누릴 권리가 있다는 도덕적 주장을 깔아뭉갰다는 점을 마지못해서 인정할 수밖에 없었다.
