Motion : UNEMPLOYMENT BENEFIT SHOULD BE PAID IN THE FORM OF VOUCHERS FOR FOOD, SHELTER AND THE BASICS OF LIFE

Defending: Latvia, Opposing: Canada

I would like to thank both of the teams for participating in this debate.

After evaluating arguments from both sides, my decision is as follows, Latvia wins. Latvia wins because it did a better job of providing analysis, and backing them with evidence from diverse resources.

General remarks: 1) Once Prop side have defined the motion, as taking place in a general setting, Opp team (unless challenged in the definition) can’t decided to set this debate in a certain country that complies more with their case premise. 2) It is more prudent in some cases, to not speak in absolute terms like calling all the unemployed “parasites”, that could be detrimental to your argument.

Reasoning:

Rationality and the incentive: Prop side had presented a good and cohesive analysis on rationality - people incentive will be greater if the government restrict their consumption options. Opp sides, instead of clashing this analysis head on choose to concentrate on rebutting the parasites statement. Opp side did provide in its rebuttal and subsequent argument an analysis, but it was fragmented and lacked dipper explanation.

Freedom of choice: Opp took the burden of proving that the Prop proposal would limit “Freedom of Choice” - while Opp did explain the democratic faults in the proposal, Prop managed to draw a line in the sand and explained that in this case, it is possible to governments to use these means of restrictions.

Economy: Opp analysis of the harms for the economy in the “Vouchers for Basics of Life would Exacerbate the Economy” can be preserved as a slippery slope argument, arguing the downfall of the entire economy, and as such was successfully rebutted by side Prop. The “SQ will boost the Economy and Reduce Unemployment Rate” point was better argued, but still gave Prop side an opening to explain why vouchers are equal to money, and had no effect on the economy.

Finally, good arguments came from both sides on the main issue of this debate: who are the people we are talking about? Opp raised a valid point about the forcing of high-skilled people into low paying jobs and the problems that will rise from it. Prop engaged that issue addressing for training the unskilled people and the economic contribution of skilled people even in low paying jobs.

Win: Team Canada

This debate had some good parts to it but was rife with fairly serious errors from both teams. The decision was a difficult one to come to with the final reasoning explained below.

For the first half of the debate I felt that Team Canada did a good job of pointing out more accurate and specific analysis in regards to the way in which unemployment works and those people that are on it. The idea that the proposition forwarded in the beginning that unemployment shouldn't operate as a reward based system was countered here by oppositions stating that it was an insurance type system where people pay into for just this situation. Also, when evaluating who won the incentives argumentation, Canada's analysis on the type of people participating in this program as people who had been gainfully employed regularly in the past, etc. led me to believe that they were indeed diligently seeking new employment while receiving benefits. Latvia showed that there were some people who would abuse the system, but were never able to prove that this would be anything other than a small minority of participants. Under the incentive point as well Canada successfully proved that the reduction in wages granted under unemployment was severe enough that being on unemployment in the status quo was enough of an incentive to find new employment. After this initial grouping of arguments in the first couple of points the debate got very repetitive with Latvia never managing to move it to a deeper level past Canada's attacks and so by Canada simply repeating their claims over and over they kept the proposition side effectively rebutted.

In the second half of the debate Team Canada made the decision much more difficult by forwarding an idea of free choice that was interesting, but only impacting it in some strange argumentation about small business that, while might have some theoretical loses as per this motion, were never really shown to matter in the debate. All in all it was a fairly weak attempt at offering up positive material on their own behalf.

So the decision comes down to the fact that Team Canada won the points that were most pertinent to the debate mostly occurring in the top half, with Latvia being unable to move their position forward at all past initial attacks. And, although Latvia gets credit for starting up most of the relevant arguments, the freedom of choice arguments by Canada were just enough to give them some traction in the second half, to make up for their small business arguments being largely unimpactful in the overall debate.

양 팀의 주장을 평가한 끝에 나는 라트비아 팀이 이겼다고 결정을 내렸다. 라트비아 팀이 상대 팀에 비해 그들의 분석을 제시하고, 다양한 출처로부터 증거들을 가져와 그들의 주장을 뒷받침하는 일을 더 잘했다.

전반적인 언급 : 1)일단 찬성 팀이 주제를 정의할 때 토론의 대상이 되는 장소의 범위를 제한하지 않았는데, 반대 팀이(재정의를 시도하지 않는 이상) 그들의 주장이 전제하는 바에 부합하도록 특정한 국가로 토론의 범위를 정할 수는 없는 노릇이다. 2) 어떤 경우에는 실업 상태에 있는 “기생충” 전부와 같은 극단적인 용어를 쓰지 않는 것이 보다 신중한 처사인 게, 그렇게 하지 않는다면 여러분의 주장에 해가 될 수 있기 때문이다.

이유 :

합리성과 인센티브 : 찬성 팀은 합리성과 관련해서 질 좋고 서로 잘 연결된 분석을 제시했다. 만약 정부가 그들이 소비할 수 있는 물건의 가짓수를 제한해 놓으면 사람들의 인센티브는 보다 커진다는 분석이다. 반대 팀은 이 분석에 대하여 쟁점을 형성하는 대신 기생충 언급에 대해 반박하는 데 치중했다. 반대 팀은 이 반박과, 여기에 이어지는 바로 다음 주장에서 어느 정도 분석을 하기는 했으나, 그 분석은 파편화되었고 설명을 충분히 깊게 하지 못했다.

선택의 자유 : 반대 팀은 찬성 팀의 제안이 “선택의 자유”를 제한했다는 점을 증명해야 하는 부담을 떠안았다. 반대 팀은 그 제안에 민주주의의 결점이 내포되어 있다는 점을 설명했지만, 찬성 팀은 적절한 제한 선을 긋는 데 성공했다. 그리고 이 경우에는 정부가 이들 제한 수단을 사용할 수 있다는 점도 설명했다.

경제 : “생활필수품 쿠폰은 경제를 악화 시킨다”는 반대 팀이 경제에 끼치는 악영향을 분석하면서 나온 이야기인데, 전체 경제가 무너질 것이라는 미끄러진 비탈길 논증으로만 남았다. 아울러 찬성 팀이 이 주장에 대한 반박을 성공적으로 폈다. “현 상황에서 경제는 성장하고 있고 실업률은 떨어지고 있다. 이 상황은 앞으로 계속될 것이다”라는 주장은 앞의 것보다는 잘 이뤄졌으나, 왜 쿠폰이 돈과 같고 경제에 긍정적인 효과를 미치지 않았는지를 찬성 팀이 잘 설명하면서 반대 팀에게는 어쩔 수 없는 상황이 되었다.

양 팀 모두 이번 토론의 주요 사안을 놓고 좋은 주장을 펼쳤다. 그 사안은 바로 우리가 누구를 대상으로 놓고 이야기를 하고 있는가이다. 반대 팀은 고도로 숙련된 사람들이 저임금 일자리로 내몰리고 있고 그 문제가 계속 심각해질 것이라는 합당한 주장을 제기했다. 찬성 팀은 비록 저임금 일자리라도 미숙련 인력에게는 훈련받을 기회가 되고 숙련된 인력에게는 경제적 이득이 있다는 점을 언급하면서 반대 팀이 제기한 사항에 대응했다.

이번 토론에서는 몇 가지 좋은 점도 있었지만 양 팀 모두 꽤나 심각한 실수를 여러 차례 저질렀다. 이번 토론은 판정하기가 어려웠고 결정을 하게 된 최종적인 이유는 아래에 설명해 놓았다.

캐나다 팀은 토론 후반부에서 토론의 승패를 결정하기 훨씬 어렵게 만들어 놨다. 그들은 선택의 자유라는 주장을 꺼냈는데 흥미롭기는 했다. 하지만 소규모 기업에 대한 몇몇 이상한 주장에만 영향을 끼쳤고, 토론 주제를 놓고 봤을 때 결국 토론에는 별 영향도 끼치지 못했다. 본 토론에서 이뤄진 이론적인 논의 부분에서 손해만 봤을 뿐이다. 그들의 입장을 지지하는 긍정적인 내용을 더 내놓고자 했으나, 이 모든 것은 꽤나 약한 시도로 끝나버렸다.

결국은 캐나다 팀이 토론 전반부에서 본 토론과 가장 관련 있는 사안들을 가져갔고 라트비아 팀이 초기에 이뤄진 상대의 반박을 이겨내고 그들의 입장을 더욱 진전시키지 못했기 때문에 본 결정이 나왔다. 비록 라트비아 팀이 가장 관련성 있는 주장들을 가지고 시작했다는 점에 대해서는 점수를 줄 수 있으나, 캐나다 팀이 선택의 자유에 대한 주장을 꺼냈을 때 라트비아 팀이 조금 끌려갔다. 그래서 토론을 전반적으로 놓고 봤을 때 소규모 기업체에 대한 라트비아 팀의 주장은 그다지 강한 인상을 주지 못했다.
