Motion : THE UN SHOULD IMPOSE SANCTIONS ON COUNTRIES THAT DESTROY THEIR RAINFORESTS

This debate was certainly heading in the right direction, even though it often lacked substantiation and engagement. It was won for me by the Propostion due to the better substantiation of arguments, but equally so it was lot by the Opposition due to the lack of a persuasive alternative scenario. <br><br> The proposition introduced a range of arguments that covered the main bases of the case why action is necessary, why this particular kind of action would work and what benefits it would yield. The arguments were usually well substantiated and interesting analogous principles were drawn in the cases defense (polluter pays; marine pollution). The arguments morale upper-hand to subsidides state“ did not carry very much weight in the context of this debate. <br><br> The Proposition’s rebuttal was generally speaking fair and sufficient, even the opposition’s remarks on outdatedness took away some of its ground. The Proposition did not engage with arguments brought in later in the debate by the Opposition. <br><br> Something that disturbed me to a degree was the untactful nature of the response revolving around the twiddling of thumbs“, especially as it was said in directly addressing the opposition, not as a general remark against such a mindset. <br><br> On behalf of the opposition a number of points were made that were well placed but underdeveloped. The critique of the subsidies’ cost is fair, but was not expained thoroughly. The point on developed nations creating the demand that results in deforestation is an extremely good one and makes the point of the sanctions being unfair very well. The point on rapid change being damaging is sensible too. However, this was not enough to win the case. It’s important to display another viable way of resolving the problem, which was not the case with abstractly explaining the need for gradual change. The gradual change approach makes sense, but also needs a mechanism to be enforced and that was not provided. Later on an interesting points dependence on subsidies was brought in, but not explained with all its implications. In general, the Opposition’s arguments remained abstract and underdeveloped, which is why giving the win to them was not an option.

The Proposition ran what can be termed a ‘soft’ case one which is built on narrow and uncontroversial premises. Whilst stopping short of mechanistic narrowing this still did not set up a good debate. The double pronged approach- of targeted sanctions and subsidy seemed to be slightly self defeating. The logical conclusion of it would be that failing industries in countries with rainforests would be kept alive through subsidy from the west, undermining the notion of the market reshaping the incentive, which was strongly advocated in the second argument.

This argument was well challenged by the opposition but did not derail the propositions case in as effective a manner as they assumed. The proposition was on slightly stronger ground when making their principled case about the weakness of governments when it came to this issue. The notion that states were denying others crucial resources and inflict harm on to others in doing so was well argued and illustrated.

Although there was room to make the arguments slightly more precise and concise and also think about the reasons why the principle that you are arguing for applies more generally, leading towards the creation of a moral imperative to act. The opposition became somewhat caught up with the efficacy of the policy proposed and the creation of the new, unanticipated harms from its implementation.

The problem was that that none of the arguments made were particularly persuasive. The idea that the UN would not pass the resolution (given its robust stance on other areas of international environmental law) and that there would be a domestic backlash in Western countries bordered on exaggeration in places and its relevance was questionable. The overpopulation argument did not defeat any of the principled points made by the proposition and ultimately the opposition failed to tackle any of the principled arguments made by the proposition. The practical harms you advanced were not substantiated effectively and in manner so as to persuade me that the practical harms outweighed the principled case. There was also a problem of vagary and oversimplification on the part of the opposition.

The proposition wins.

비록 입증과 상호 반박이 결여되긴 했지만 이번 토론은 분명히 옳은 방향으로 나아갔다. 찬성 팀이 주장들을 보다 잘 입증하면서 토론을 가져갔지만, 이것은 반대 팀이 설득력 있는 대안 시나리오를 제시하지 않은 데에도 크게 기인했다. 찬성 팀은 왜 행동이 필요하고, 왜 이런 특정한 종류의 행동이 효과가 있을 것이고 무슨 효과를 산출할 것인지에 대한 주장들의 주된 기초를 이루는 주장의 범위를 소개했다. 그 주장들은 주로 잘 입증되었고 흥미롭게 유추된 원칙들이 주장들을 지키는데 사용되었다(오염자 부담; 해양 오염). “장려금을 받은 국가가 보다 의욕이 충만하다.” 는 주장은 이 토론의 맥락상 그렇게 큰 무게감은 지니지 않았다. 비록 반대 팀이 시대에 뒤졌다고 언급하면서 그 바탕을 일부 빼앗기도 했으나 찬성 팀의 반박은 대체로 타당하고 충분했다. 찬성 팀은 반대 팀이 토론 뒷부분에 제기한 주장들에 대응하지 않았다. “할 일 없이 기다리고 있었다”는 듯한 느낌을 주며 뱅뱅 도는 답변의 수완 없는 그 속성의 정도가 나를 괴롭혔고, 특히 그러한 사고방식에 대항하는 일반적인 언급으로서가 아니라 반대 팀이 직접적으로 언급했다는 점이 더욱 그랬다. 반대 팀을 뒷받침 할 수 있는 몇 개의 주장들은 잘 배치되었으나 심화가 덜 되었다. 보조금의 비용 문제에 대한 비평은 적절했으나, 완전하게 설명이 이루어지지 못했다. 선진국들이 만들어내는 수요가 열대 우림의 파괴로 이어진다는 주장은 정말 좋았고 제재가 굉장히 불공평하다는 주장을 잘 만들어내었다. 급격한 변화가 손해를 끼친다는 주장 또한 알맞았다. 하지만, 이 정도로는 토론을 이겨내기 힘들었다. 추상적으로 점진적 변화의 필요성을 설명하는 것이 아니라, 문제를 해결할 수 있는 또 다른 가능한 방법을 보여주는 것이 중요했다. 점진적 변화라는 접근법은 납득이 갔지만, 이 또한 강제할 수 있는 메커니즘이 필요했는데 제시된 것은 없었다. 나중에 보조금에 대한 의존이라는 흥미로운 주장이 제시되었지만, 그것이 함축하고 있는 바를 모두 설명해내지는 못했다. 일반적으로, 반대 팀의 주장들은 추상적이고 제대로 심화가 이뤄지지 못해서, 그들에게 승리를 안겨주는 것은 타당한 선택지가 되지 못했다.

비록 주장들을 조금 더 엄밀하고 간결하게 만들 여지가 있고 또한 왜 보다 일반적으로 적용을 할 수 있는지에 대한 너희의 주장에 대해 생각해볼 수는 있어도, 행동하기 위해 반드시 필요한 도덕의 창조가 선행되어야 했다. 반대 측은 제시된 정책의 효험과 그것의 적용으로 인한 새롭고 기대하지 않은 해로움의 발생에 어느 정도 사로잡혀 있었다.

결국 문제는 그 어떤 주장도 특별히 설득력이 없었다는 데 있다. 국제연합이 결의안을 통과시키지 않을 것이고(국제 환경법의 다른 영역에 탄탄하게 기초한 그 입장) 서구 국가들 내부에서 반발이 있을 것이라는 주장은 좀 과장되었고 그 관련성도 미심쩍었다. 인구 과잉에 대한 주장은 찬성 팀이 만들었던 그 어떤 원론적 주장들도 깨부수지 못했고 궁극적으로 반대 팀은 찬성 팀이 만든 원론적 주장들 중 어느 하나 제대로 건들지 못했다. 반대 팀이 제시했던 실질적인 해로움은 그것이 원론적 주장들보다 우선시되어야 한다고 나를 설득할 만큼 효과적으로 입증되지 못했다. 반대 팀은 또 부분적으로 변덕과 과도한 단순화라는 문제점을 보였다.

찬성 팀이 이겼다.
