Motion : THE AMERICANS AND BRITISH SHOULD NEGOTIATE A POLITICAL POWER-SHARING DEAL WITH THE TALIBAN

Defending: Pakistan, Opposing: Nepal

I award the debate to the Proposition on the grounds that it has better constructed arguments which are less assertive than the Opposition. I also award the debate to the Proposition because it was more superior in its refutation of the arguments of the Proposition.

Specifically, the Proposition has a more holistic coverage of the relevant issues of this debate: Hugh Financial Cost, Domestic pressure to pull out, massive loss of innocent lives, historical lessons that the Afghans are indomitable in their own terrains, and political-power-sharing worked elsewhere.

The Proposition's own arguments, covering loss of women's right, the war against the Taliban is winnable, that ethnic cleansing will follow if the Coalition Forces leave and the utter chaos and violence that will occur if the Talibans are left to have a free reign, are relevant but are limited to the issues on the ground. They are less comprehensive than those of the Proposition.

While the Proposition claims that Self-Interest of USA/UK dictates that they start talking to the Talibans directly (High Cost of War/Bad Economies Arguments & Domestic voters' pressure to end the Afghan war against the Taliban), the Opposition did not respond to it by showing that it is in the Self-Interest of the US/UK to keep fighting till every last Taliban is terminated.

The Proposition's analysis from History, that the Talibans are undefeatable, historically, and that political-power-sharing has worked in Africa, was met only with the Opposition's assertion that the "the war is winnable" without any clearly fleshed-out analysis or development. The Karl Popper point could have been better exploited then just used to assert that "different times, different situations, therefore not applicable". Historical analogies do have values for people to make judgments for the future, if not learning of any kind is defeatist and experience will count for nought.

On the point that women's right will be harmed, the Opposition should not just use a startlingly good example, but should prove that it is a wide-spread phenomenon if the Talibans take full control after the political-power-sharing deal. The rest of the "Harms of allowing the Taliban to Rule" points by the Opposition is based on the assumption that the Talibans will have complete autonomy and absolute control over the lives of the Afghans, which the Proposition has indicated that it will not happen as the political-power-sharing deal will be similar to that of the Iraq process where respect for racial, religious minorities will be upheld, together with the inclusion of ex-Taliban leaders.

Now, I would like to give both sides pointers on how to make a better debate:

1. The Proposition should have clearly defined the key terms "political-power-sharing" and "negotiate". The debate suffers from a lack of clarity from the start because of this omission by the Proposition. Only much later did I realise that the Proposition's Case is that the Coalition will pull out eventually, but it must do so after talking to the Talibans Directly, as suggested by Obama, to ensure USA/UK leave behind a viable state which will not revert to the extremist fundamental Muslim rule by the Talibans inthe 90s.

2. The Proposition should have given the Oppostion and the Judge a clear description of the Policy of how it will actually go about "negotiating a political-power-sharing deal" with the Taliban. The lack of a identifiable Policy Statement from the Proposition means that the Judge has to deduce or infer policy elements as he reads the "Yes" and "No" statements from both sides.

3. The Proposition should also have a clear Stand at the top of the debate so that the Opposition and the Judge could be alerted to exactly "What is our bottomline on this matter" so that they could see how the "Clash" could be strategically made. The Stand of the Proposition could be: "Our basic position is for the sake of lasting peace in Afghanistan, we make talk to our enemy because there is no other better way to do it."

4. For the Opposition, you ought to have questioned the Proposition about the lack of clear definitions of the key terms, the lack of a clear Policy, and the lack of a clear Stand. You could also question their analysis of the existing problems in Afghanistan.

5. The Opposition should also clearly state their Stand too and tell the Judge how it would "Clash" with the Case of the Proposition. A possible Stand for the Opposition could be: We sincerely believe that the Talibans are not honest power-brokers and will revert to their radically fundamentalist ways of governance after the US/UK pull out their troops and will create a humanitarian disaster all over again".

6. The Opposition could talk about all the Major Stakeholders in the debate: Talibans, Pakistan, US/UK, UN, NATO to give a better coverage of the related issues.

7. The Opposition should refrain from characterising statements from the Proposition as "lies". A measure of respectful discourse is expected from both sides to allow for a civil, reasonable discussion which may descend to mud-slinging and name-calling if we breach the civility code.

8. The Opposition keeps hinting that the Talibans are totally evil and must be completely annihilated at all cost. This strategy of "painting the subject black" is not often balanced. A better approach is to describe the value system of the Taliban to account for their brutal nature of governance so that we could appreciate their behaviours at a deeper level. Just accusing them of atrocious atrocities does not further your case because you have not given reasons for me to believe that they are indeed incorrigibly evil.

9. Finally, both sides should attempt to argue by giving statements which are ideas-sentences which support your claims. A number of the arguments are just a collection of facts and statistics or mere assertions. In debate, nothing is believed until it is properly explained in a reasonable way and then supported by evidence. Arguing from examples or facts tend not be to believable as people need to be appealed to through their reasoning power so that they may make inferences to accept or reject your arguments.

I award the win to the Proposition. I believe it was a clear victory on Prop’s part over the Opp. Both argumentation and analysis were stronger on the proposition, with a much wider and deeper set of points laid on the table, covering political, humanitarian and logistical concerns. I also give Prop credit in terms of much stronger rebuttal of the arguments presented by opposition. A few points I would pick up on:

A general problem of the opposition was a very high level of assertion and description, with very little analysis to back it up, contrasted against a very high level from the proposition. I would flag here that I do believe the prop should be careful about differentiating a stream of examples from actual analysis; in their points ‘It is a (historically) losing battle’ the Prop put a lot of effort in describing British and Communist loses in the past but I really felt should have spent substantially more time on exactly why they lost.

Both sides should remember that this should be approached very much as a BP debate: Prop really should have given come definition to the motion, spelling out what kind of negotiations they mean (national or regional?), and possibly how it would tie into Coalition plans to withdraw. I also felt it was a large error on opposition’s part not to provide any summary of the debate. A good summary can have huge importance in terms of tieing together a teams arguments and proving their ideological and practical victory over the opposing team.

I would also recommend that teams be a little more careful with the sources they give in support of their arguments: in ‘Funds are running out. A political solution to the conflict is necessary as continuing the war costs too much’ the opp gave a source to their argument that actually somewhat undermined their argument, focusing on the lack of consensus on the arguments that they raised.

특히, 찬성 팀은 토론의 전반적인 사안들에 대해 보다 전체적으로 다루었다. 그 사안들이란, 막대한 재정적 비용, 발을 빼라는 국내의 압력, 무고한 생명들의 막대한 희생, 자국 영토에서 아프간 인들이 절대 굴하지 않았다는 역사적 교훈, 그리고 다른 곳에서 정치권력의 공유가 이미 성공했다는 것 등이다.

찬성 팀의 주장은, 여성의 권리 상실, 탈레반을 상대로 승산 있는 전쟁, 연합군의 철수 이후 탈레반이 자유롭게 통치할 경우 더욱 심해질 혼란과 폭력 사태들과 관련한 반대 팀의 주장을 덮어버렸다. 이 주장들은 관련성은 있지만 딱 거기까지로 한정되어 버렸다. 반대 팀 주장은 찬성 팀 주장보다 덜 포괄적이었다.

찬성 팀이 미국과 영국의 사리사욕을 구술하고 나서 탈레반을 직접 언급하기 시작했는데(비싼 전쟁 비용 / 경제적 어거지라는 주장들 & 아프간에서 탈레반과의 전쟁을 끝내라는 국내 유권자들의 압력), 반대 팀은 미국과 영국의 사리사욕이 탈레반과 계속 싸워서 그들을 전멸시켜야 채워질 수 있다는 것을 보여주지 못해서 결국 앞에 언급한 찬성 팀의 주장에 대해 제대로 대응하지 못했다.

역사에 대한 분석을 통해 탈레반은 이길 수 없는 상대이며, 또 아프리카에서의 권력 공유가 성공했다는 찬성 팀의 언급을 했을 때 반대 팀은 ‘전쟁에서 이길 수 있다’는 주장만 했을 뿐 완성된 분석이나 심화로 그 주장을 뒷받침하지 않았다. 칼 포퍼의 주장을 가지고 단순히 ‘다른 시간대, 다른 상황에서 그 이야기는 먹히지 않을 것이다’라고 얘기만 하는 것보다는 더 나은 활용법이 있었다. 역사적 유추는 사람들이 미래를 판단하게 하는 데 도움을 줄 수 있고, 역사로부터 배우지 않는 자는 패자가 될 것이고 그 경험은 아무것도 아니게 될 것이다.

여성의 권리가 침해될 것이라는 주장에 대해서 반대 팀은 단지 놀랄 만큼 좋은 사례만 들어서는 안 되고 만약 탈레반이 권력 공유 협상 이후 완전한 통제권을 가진다면 왜 그 사례가 보편적인 현상이 될 것인지를 증명해야 한다. 반대 팀에서 제기했던 ‘탈레반이 지배하게 될 경우 발생 가능한 해악’ 관련한 나머지 주장들은 탈레반이 아프간 사람들의 삶에 대해 전적으로 통제할 권한을 얻을 것이란 가정에 기초하고 있다. 하지만 이건 찬성 팀이 보여줬듯이 정치권력의 공유가 이라크의 경우처럼 소수 인종과 종교가 여전히 존중받을 것이고, 여기에 전 탈레반 지도자들도 포함될 것이다.

이제, 양 팀이 어떻게 하면 더 나은 토론을 할 수 있을지 조언을 하겠다.

1. 찬성 팀은 ‘정치권력의 공유’와 ‘협상’과 같은 핵심 용어들을 분명하게 정의했어야 했다. 찬성 팀이 빼먹은 부분 때문에 이번 토론이 힘들어졌고 또 명확성이 떨어졌다. 한참 후에 야 연합군이 결국 철수할 것이라는 것이 찬성 팀의 주장이었다는 점을 깨달았으나, 이건 탈레반에 대한 얘기를 한 직후 바로 나왔어야 했다. 오바마가 제시했듯이 미국과 영국이 철수하기 위해서는 아프가니스탄이 자립 가능한 국가로 남아야 하고 90년대의 탈레반이 그랬던 것처럼 극단적이고도 근본주의적인 무슬림들이 통치하는 상태로 퇴보해서는 안 된다.

2. 찬성 팀은 반대 팀과 심판에게 그들의 정책 방안이 뭔지 명쾌하게 묘사했어야 했다. 즉 어떻게 탈레반과 ‘실제로 권력을 공유하기 위해 협상을 할 것인지’에 대해서 말이다. 정책이 무엇인지 알아볼 수 있도록 찬성 팀이 언급한 것이 없기 때문에 심판이 양 측의 발언을 다 읽으면서 그 정책의 요소가 무엇인지 추측해야 했다.

3. 찬성 팀은 토론의 맨 윗부분에서 그들의 입장을 분명히 했어야 했다. 그래서 반대 팀과 심판이 ‘이 경우에 우리의 요점은 이거다’라는 것을 충분히 알 수 있게 했어야 했다. 그래야 ‘쟁점’을 어떻게 전략적으로 만들 수 있는지 감을 잡을 수 있다. 찬성 팀은 다음과 같은 태도를 취할 수 있다. ‘우리의 기본 입장은 아프간의 영속적인 평화를 위한 것이고, 보다 나은 대안이 없는 상황에서 우리는 우리의 적과 이야기할 것이다.’

4. 반대 팀은 핵심 용어에 대한 분명한 정의를 내리지 않은 것과, 분명한 정책이 없는 것, 그리고 분명한 태도를 보이지 않은 데 대해 찬성 팀에게 의문을 제기했어야 했다. 또한 찬성 팀이 아프가니스탄에 현존하는 문제점을 분석한 것에 대해서도 의문을 제기할 수 있었다.

5. 반대 팀 또한 심판에게 그들의 입장을 분명히 밝힐 필요가 있다. 그리고 찬성 팀의 주장을 상대로 어떻게 ‘쟁점’을 만들 건지도 심판에게 얘기해야 한다. 반대 팀은 다음과 같은 입장을 취할 수 있다. ‘우리는 탈레반이 정직한 실세라고 믿지 않기 때문에 미국과 영국이 군대를 철수시킨다면 그들은 급진적이고도 근본주의적인 통치 방식으로 돌아가서 인도주의적 재앙을 또다시 부를 것이다.’

6. 반대 팀은 다음과 같은 주요 이해관계자들에 대해 이야기할 수 있었다. 탈레반, 파키스탄, 미국, 영국, 유엔, 나토 등에 대한 이야기를 하면서 관련된 사안들을 보다 잘 포괄할 수 있었다.

7. 반대 팀은 찬성 팀의 언급을 ‘거짓말’이라고 특징짓는 것을 삼가야 한다. 양 측이 상호 존중하면서 담론을 주고받아야 예의바르고 사리에 맞는 논의가 가능해진다. 예의를 저버리면 토론이 중상모략과 욕설의 장으로 전락할 수 있다.

8. 반대 팀은 탈레반이 구제불능의 악당이고 어떤 대가를 치러서라도 전멸시켜야 한다고 계속 암시하고 있다. ‘대상을 흑칠하기’ 전략은 종종 그 균형이 맞지 않는다. 탈레반의 가치관을 묘사하는 더 나은 접근법은 그들이 통치할 때 보여주는 폭력적 본성을 드러내서 그들의 행동을 보다 깊은 부분까지 파헤치는 것이다. 단순히 그들을 극악무도한 악당이라고 비난하는 것은 여러분의 주장을 심화하는 데 도움이 되지 않는다. 왜냐면 여러분은 그들이 진짜로 구제불능의 악당들이라고 내가 믿을 만한 이유를 설명해 주지 않았기 때문이다.

찬성 팀의 승리를 선언한다. 찬성 팀의 명백한 승리였다. 주장 전개와 분석 모두 찬성 팀이 우위를 보였고, 훨씬 폭넓고 심화된 주장들을 토론에서 펼쳐보였으며, 정치, 인도주의 그리고 병참 관련 문제를 포괄해냈다. 반대 팀의 주장에 대해 훨씬 강력한 반박을 제시한 데 대해서도 찬성 팀에게 점수를 주고자 한다. 몇몇 사안에 대해 짚고 넘어가자면 다음과 같다.

반대 팀은 주장과 묘사를 할 때 뒷받침해줄만한 내용이 심각할 정도로 부족했고, 분석도 부족했기에, 찬성 팀이 보여준 높은 수준과 대비되었다. 여기서 짚고 넘어갈 점은 찬성 팀의 경우 일련의 사례들과 실질적인 분석을 구분 짓는데 조심할 필요가 있다는 것이다. ‘(역사적으로 봤을 때) 지는 전투이다’라는 주장을 할 때 찬성 팀은 과거에 영국과 공산주의자들이 겪은 패배를 묘사하는 데 심혈을 기울였으나 실은 그들이 왜 졌는지를 설명하는 데 보다 많은 시간을 썼어야 했다.

양 팀 모두 영국 의회식 토론의 경우처럼 이번 토론을 접근해야 한다는 점을 기억하기 바란다. 찬성 팀은 토론 주제를 정의해야 하고, 어떤 종류의 협상인지(전국적 또는 지역적?), 어떻게 연합군의 철군 계획과 연계될 수 있는가에 대해서 명확하고도 자세히 설명할 필요가 있다. 반대 팀이 토론과 관련해 어떤 요약도 하지 않은 점도 큰 실수였다는 점을 지적하고자 한다. 좋은 요약은 커다란 중요성을 갖는다. 한 팀의 주장들을 서로 강하게 결부시키고 상대 팀에 대해서 이론상으로나 현실적으로나 승리를 거두었다는 점을 증명하기 위해서이다.

여러분의 주장들을 뒷받침하기 위해 사용하는 자료들의 출처에도 보다 신경 쓰기를 당부한다. 반대 팀은 ‘자금은 바닥나고 있다. 전쟁을 계속하는데 따르는 대가가 너무 커서 갈등을 해결하기 위한 정치적 해결책이 필요하다’고 언급한 자료를 제시했는데 실은 이게 그들의 주장을 어느 정도 깎아먹었다. 그들이 제시했던 합의의 부재라는 주장에 보다 집중했으면 했다.
