Motion : NATO SHOULD END ITS NUCLEAR SHARING PROGRAMMES

I call the debate opp win

Two things stand out

(1) the Prop Team tended to talk about the problems with Nato rather than the issue of a Nuclear sharing programme (2) The issue of what NATO actually does with this power was really not dealt with in this debate - which was a big flaw as it made difficult to assess the debate on a standard pros v cons analysis

that being said opp had the better points. In particular points about what nuclear groupings and the purpose of NATO as a collective entity were well made but lacking in conclusive examples to prove them. That being said the somewhat tangental analysis about Kosovo from the prop was well responded to with good use of principled and practical reasoning. There was a need for the prop to really explain the links in their arguments. The analysis about NATO's historic failings and purpose was never properly connected to the debate.

Opp win because of better responses although their substantive arguments were slightly lacking.

I would like to thank both of the teams for participating in this debate.

After evaluating the arguments from both sides, I saw this debate as an Opp win.

My reasoning: Violating the NPT: While Gov raised the valid point that the NSP is in conflict with the NPT - Articles I and II - Gov asserted that the NNWS won’t try to get Nuclear weapons of their own. Opp successfully managed to show that not only NATO members reduced their nuclear arms, but that allocating the existing nuclear weapons instead of producing new ones isn’t contradicting to the NPT. The weapons are in control of the NWS in the NNWS countries, and the NSP do prevent an arms race as it eliminates the lack of nuclear arsenal of the member countries. Gov did in fact later in the debate supported this by stating that NNWS countries don’t want to stay under the illusion of being protected by the NSP countries.

NATO: Gov started a debate on is the “New NATO” good or bad to world by using the Kosovo (KLA), Serbia and Yugoslavia examples. While these examples show that NATO does intervene, the linkage to how it is connected to the NPT is missing both in the “Threat to global peace and security” and in “Threat to international relations” points. Opp side successfully rebutted that today intervention is in fact defending. Note that Opp side did assert that NATO rule is to secure world peace and not only to safeguard its members.

Resources: Gov pointed that NATO countries should better invest in the social/economic/democratic development of the world; this is a general point that can be used in almost any debate. This point disregards the threats NATO faces from other countries as Opp stated (though never mentioned who are NATO enemies today).

Balance of powers: Opp won this point by stating that Nuclear weapons in MAD strategy can maintain stability, over Gov POV that peace cannot be promoted by securing it with Nuclear weapons.

Two issues that were raised by Gov aren’t relevant to this debate: the US taxpayers’ money and the climate change.

두 가지가 두드러졌다.

(1)찬성 팀은 핵무기 공유 프로그램에 대한 사안 대신에 나토의 문제를 언급하는 경향이 있었다. (2)나토와 그 힘에 대한 사안은 사실 이 토론에서 다루어지지 않았다. 이는 커다란 결점이고 토론을 표준적인 찬성 대 반대를 분석하는 그 기준으로 토론을 평가하기 어렵게 만들었다.

이 부분에서 반대 팀이 점수를 더 얻었다. 핵 집단화와 집합적 독립체로서의 나토의 목적에 대한 특정한 주장들은 잘 만들어 졌으나 그것들을 증명해줄 결정적인 사례가 없었다. 찬성 팀이 제시했던 코소보 사례는 어느 정도는 별 관계없는 분석이었고 이에 대해서 원리와 실질적 부분에 대한 논증을 잘 이용한 대응이 잘 이루어졌다. 찬성 팀이 그들의 주장에 포함된 링크를 정말 잘 설명할 필요가 있었다. 나토의 역사적 실패와 그 목적에 대한 분석은 토론과 적절하게 연결되지 않았다.

비록 그들 자신의 실질적 주장들이 약간 부족하긴 했지만 보다 나은 대응을 통해서 반대 팀이 승리했다.

이번 토론에 참가해 준 두 팀에게 모두 감사하다.

양 팀의 주장을 평가한 끝에, 반대 팀의 손을 들어주었다.

내 논증 : 핵무기 확산 방지 조약 침해 : 정부 측이 핵무기 공유 프로그램과 핵 확산 방지 조약 제1조, 2조 사이에 갈등이 있다는 유효한 주장을 제기했다. 정부 측은 핵무기 비보유국들은 스스로 핵을 보유하려고 시도하지 않는다는 주장을 했다. 반대 팀은 나토 회원국들만이 그들의 핵무기를 줄이는 것이 아니고, 새로운 핵무기를 생산하지 않는 선에서 이미 있는 핵무기를 재배치하는 것은 핵 확산 방지 조약과 모순되지 않는다는 점을 성공적으로 보여주었다. 핵무기 비보유국의 영토 내에서 핵무기 보유국의 무기들은 제대로 관리되고 있고, 핵무기 공유 프로그램이 군비 경쟁을 예방하고 회원국들의 핵무장 결여 상태를 해결한다. 사실 정부 측은 나중에 토론에서 핵무기 비보유국들이 핵무기 공유 프로그램을 실시하는 국가들에게 보호를 받을 것이라는 환상에 머물기를 원하지 않는다는 언급을 하면서 이 부분을 지지하기는 했다.

나토 : 정부 측은 ‘새로운 나토’가 세계에 좋고 나쁜가를 놓고 코소보, 세르비아 그리고 유고슬라비아 사례를 들어 토론을 시작했다. 이런 사례들은 나토가 그 일에 개입했다는 것은 보여주었지만, “세계 평화와 안보에 대한 위협”과 “국제 관계에 대한 위협” 주장 둘 다에서 어떻게 핵 확산 방지 협약과 연결될 수 있는지 그 연결고리가 빠져 있었다. 반대 측은 성공적으로 오늘의 개입은 사실 방어라고 성공적으로 반박해 냈다. 반대 측이 나토의 규칙은 세계 평화를 지키기 위한 것이고 회원국들에 대한 안전장치로 국한되지 않는다고 단언했던 것에 주목했다.

자원 : 정부 측은 나토 회원국들이 세계의 사회/경제/민주주의의 발전을 위해 보다 나은 투자를 해야 한다고 지적했다. 이건 거의 모든 토론에서 쓸 수 있는 일반적인 주장이었다. 이 주장은 반대 팀이 언급했듯이 타국으로 인해 나토가 직면하고 있는 위협을 고려하지 않았다(비록 누가 오늘날 나토의 적들인지는 언급되지는 않았지만 말이다.)

힘의 균형 : 반대 팀이 상호 확증 파괴 전략이 여전히 안정성을 유지하고 있다고 하면서 힘의 균형에 의한 평화가 핵무기를 통한 안정화를 통해 확대될 수 없다는 찬성 팀을 이 요점에서 이겼다.

정부 측에서 제시한 두 가지 사안은 이번 토론과 관련성이 없었다. 미국 납세자의 돈과 기후 변화이다.
