Bullying is abusive treatment, the use of force or coercion to affect others, particularly when habitual and involving an imbalance of power. It may involve verbal harassment, physical assault or coercion and may be directed persistently towards particular victims, perhaps on grounds of race, religion, sex or ability.

“We arrested Jeong at around 1 a.m. on charges of complicity. Currently, he claims that he did not participate in any criminal activities,” Navy Cdr. Kim Young-su, a senior military investigator, told reporters.
“The two said that (before the shooting) they agreed to stop beatings in the unit, make trouble and run away. But Jeong denies his involvement in the shooting. Kim claims he stole the rifle and bullets from an ammunition storage facility together with Jeong.”
Military investigators stressed that their probe into the case was proceeding very slowly due to Kim’s health condition.
“Kim suffered multiple injuries all over his body and has just had a tube removed from his airway. He is currently unaware of the death of his fellow soldiers and remains very nervous and fearful,” the investigator said.
“Kim’s statements were also inconsistent. So, we need to continue investigating him. We now leave open all possibilities including the possibility of another accomplice in the shooting.”
Jeong joined the Marine unit in April and has been classified as a “soldier that needs special attention” since he was one of the lowest-ranking soldiers, officials said.
“Jeong thought that he was being harassed (by fellow soldiers). He was a close friend of Kim,” said Defense Ministry spokesperson Kim Min-seok.
The military investigator also said that Kim appears to have bought alcoholic beverages at a nearby store a day before the shooting. Witnesses said that Kim was under the influence of alcohol at the time of the shooting.
A joint ceremony to send off the dead was held at a military hospital in Seongnam, Gyeonggi Province. It was attended by some 500 people including Defense Minister Kim Kwan-jin, Chief of Naval Operations Adm. Kim Sung-chan and Marine Corps Commander Lieut. Gen. Yoo Nak-jun.
“I extend my deep apology for failing to understand the minds of the Marine troops and prevent such an incident. I will try my utmost to prevent the repeat of the case in which fellow soldiers hurt one another,” Yoo said during the ceremony.
The bodies of the four soldiers were laid to rest at Daejeon National Cemetery.
Meanwhile, an appellate court ruling last month in favor of a former Marine suffering from mental illness indicated that bullying was prevalent at the Marine unit some five years ago.
The 24-year-old man filed a suit against a chief of the Suwon office of the Veterans Ministry, demanding that he cancel the decision not to recognize him as a man of national merit.
The Seoul High Court particularly pointed to the deep-rooted tradition in the Marine Corps, under which soldiers collectively brand a maladapted solider an outcast and force junior soldiers into ignoring or disrespecting him.
The shooting incident sparked sharp public criticism as it occurred only six years after another horrific shooting spree.
In June 2005, at an Army frontline unit in Yeoncheon, Gyeonggi Province, a corporal went on a shooting spree that killed eight soldiers. Critics argue that the military has not made sufficient efforts to prevent the repeat of such an incident.

1) agree by Kim Lee-Seul (Cub-reporter)
Originally, Korea Military Academy accepted men only. However, there were many women who want to go to The Military Academy. They laid claim to liberty of job. They say “woman’s physical problem isn’t trouble to complete army’s mission. It cannot be sexual discrimination’s reason. Woman isn’t inferior to man physically. “ There are perfect basis. So The Constitutional Court has permitted women’s entrance. And Few years later, Veterans recruitment advantage was abolished. Many people are angry about that judgment. So they argued “Women go to the army.” A lot of women’s group opposed to that claim. But the men’s basis of an opinion are perfect.
The reason that doesn’t allow admission of a woman is physical problem. But The Constitutional Court admitted that woman’s physical problem isn’t trouble to complete army’s mission.
The Military Academy’s training is not different from enlisted man’s training. It is okay to be an officer in body strength, but does enlisted man’s training have physical problem to women ?
Now in Korea, Only men have responsibility by duty of national defense if they have the obligation to do national defence, they would have a right guarantee Veterans recruitment advantage.
2) disagree by Bae Min-Ju (Cub-reporter)
It is not easy to turn over the law which was rejected by the Constitutional Court.
What if the system of summing point for the military service is to reduce the disadvantages through performance of obligation to serve in the military?
The system of summing point for the military service is the system giving Koreans who fulfil the performance of obligation to service in the military additional 3% or 5% marks of the perfect score with different subjects in written test when they take the test operated by protection implementation institution for job, if the person who fulfil the performance of obligation to serve in the military apply for the test. Now the revival of this system is embroiled in controversy. I think that is very an unfair dealing. There are several reasons I thought like that. First, the additional 3% or 5% marks of the perfect score with different subjects in written test is very crucial. The small mark will be the deciding factor in whether you’re hired or not. For example, most of the applicants said even two points can make a difference in teaching profession.
As we view a matter from a different standpoint, it is a disadvantage for women who do not have the obligation to service in the military to apply for that test. Second, although all man do not have a choice for the military service, to give man the additional point is a kind of reverse discrimination about sex. If a woman wants to get the additional point for military service, because women do not have the obligation to service in the military, she has to serve more time than a man. It is in adverse condition compared with the man.
Then why there are so many arguments about this system? Because it is in relation to the job. In society, usually common companies prefer man than woman because woman in her latter twenties does marry. That is same to man, however, woman will have babies. My intention is not “woman having a baby and menses so there are so many troubles and that is painful.” As woman have the baby then she can not do the work during the period of pregnancy. So the company will get the various problems when woman employee are during pregnancy. Many companies want employees to work for long together. But there are many cases that women after childbirth quit the job, companies naturally select the men employee than women. But it is still a problem not solved. Most of the women have no choice for her infant care and family. It is an unavoidable reality. Women have to give birth and children need to be taken care of. So many women give up their job. So thinking realistically, it is reasonable for the companies to prefer men. So still many women are having big problems for getting the job. In this situation, if we give men the additional point, our problem of sexual discrimination ran up against a brick wall one more time.
