Society Beating a disabled.

The guys that beat up the handicapped person said, " We did this for fun. We posted this video on our mini-hompages. It was just for fun." They blackmailed the hadicapped person of his money, and beat him up with weapons and limbs.
Knowing that the person that has been beaten up was handicapped, I could not suppress the anger coming up from me. Moreover, the guys have been beating up the same guy frequently, knowing that he has no strength to fight back.
I was surprised that a person would actually do this for "FUN" , and POST it on his homepage.
Q. What do you think the punishment should be?
Q2. What could be done to keep the disabled safer?

I think they should get some punishment like money or jail.
However, in know, we can't anything to do with them because of aloner.
