Kim also said he would promote ways to increase cigarette prices to over W3,000 per pack before the World Health Organization agreement on cigarette restrictions goes into effect.
Returning from the WHO general meeting, Kim said that the current cigarette price of W1,500 to W2,500 per pack is only 20 to 25 percent the price of cigarettes in the United States or Britain, where cigarettes cost about W8,000 to W10,000 per pack. Kim added that at the WHO meeting, representatives from many countries said cigarette prices in Korea should be raised to at least 30 percent that of advanced countries.
The ministry is to discuss the tax with the Ministry of Finance and Economy and lead the plan to increase cigarette prices.
Kim also said that the cigarette restriction agreement, which was adopted at the WHO general meeting on May 21, asks countries to use price and tax policies in order to control smoking. Kim said that he is determined to control adolescent smoking by making cigarettes too expensive for children and young adults to buy.
The Ministry of Health and Welfare also plans to prohibit all duty-free sales of cigarettes, ban within the next five years all advertisements, promotion, and sponsors of cigarette companies, and increase the size of warning labels on cigarette packs up to 30 percent of the total surface area, and include pictures of lung cancer.
Using words such as "light" or "mild" in cigarette names or attracting under-aged teenagers to make purchases at cigarette vending machines will also be banned. Laws on such regulations will be revised as soon as next year.
Smokers May Quit If Cigarette Prices Increased: Survey
According to a survey, 9 out of 100 smokers said they would quit smoking if the price of cigarettes, which is set at W2,000 per pack, goes up by W500. 56 responded that they would quit smoking if the cigarette price reaches W5,000, while 37 persons answered that they would keep smoking even if the price ascends.
