Relationship Between South Korea and North Korea

On Saturday, North Korea proposed that the two sides resume negotiations in Mt. Geumgang on reviving their joint tourism project, through which South Koreans visit the North's mountain resort.
The proposal came one day after North Korea abruptly called off planned reunions of separated families, which were originally scheduled for this week. The Pyongyang government cited the nationwide anti-terrorism security alert in South Korea.
"Our basic position is that the two Koreas should continue with dialogue," a senior Unification Ministry official said. "But we cannot but doubt that we will be able to go ahead with the dialogue after the North unilaterally postponed the family reunions," the official said on condition of anonymity.
If Pyongyang responds to Seoul's message issued Friday, in which Unification Minister Hong Soon-young urged the North to implement the reunion programs as scheduled, the government will decide whether to resume dialogue or not, he added.
The official also noted that North Korea has demanded that all future inter-Korean talks be held at Mt. Geumgang, where "security is guaranteed," instead of in Seoul or Pyongyang.
South Korea plans to counterpropose that talks on the Mt. Geumgang tourism business be held at Mt. Seorak in the South and that the economic talks, slated for Oct. 23-26, be held in Seoul, according to officials. The North's cancellation of the family reunions angered both the ruling and opposition parties in the South.
President Kim Dae-jung reaffirmed his determination Saturday to continue with his "sunshine policy" toward North Korea despite the recent setbacks in inter-Korean rapprochement "Although there are often pains and obstacles in inter-Korean relations, we have no alternative to the sunshine policy," Kim said in a speech for an international sound festival held in Jeonju, North Jeolla Province, Saturday. "We will succeed if we make efforts with patience," he said.
The Seoul government plans to hold a policy consultation meeting with the MDP today and convene a National Security Council meeting as early as tomorrow to discuss the food aid issue and other inter-Korean relations, officials said.
